Evading question...

Howdy!
Just finished our 5th and 6th game (5th was Pechenegs versus Byzantines and 6th was Persians versus Greeks). Both games were in 25mm and were 650 points a side.
Nothing sniggly came up with the rules, per se. The Pecheneg player was a little underwhelmed with the list (LH and Cav...and that's it), as most other games offer a few more options (a little crappy foot, etc.). This nomad player had real problems with evading - with that much LH you couldn't help hitting BGs behind you and dropping their cohesion and/or losing evading units due to incomplete pass-through. Should evading LH be this deleterious? The rules treats evading and routing units the same with respects to the effect on passing through friendly units. I would have though that maneuvering/evading LH would not be so crippling to their own side.
