[Fixed] That flak is expensive!

I had just researched this last turn and added the tank + flak mod via the workshop when I saw this listed as the cost (Cost unchanged at all cities I checked)
It did correct itself after I bought one, and it did not charge me the listed amount (It seemed to charge the proper amount).
