In PBEM fighting results can be manipulated. I think that there are people who manipulates. How can you prevent or counteract this??

There is no way to prevent it. If you think someone is doing it, you can:

1) confront them about it

2) quit the game and make up some other reason

3) finish the game and then don't play them anymore

Unless it's really bad, I think #3 is the best. Confronting someone doesn't work because there's no way to prove anything. It's really hard to be 100% sure that someone is doing this. This way it's a clean break and you don't put your neck out there if you're wrong and the person is actually not cheating.

you need to careful in assessing this as I have seen a lot of strange things!

including:

1. mud for an entire Oct-March in UK
2. Fair in France all the way to December 1939 several times
3. mud in Persia for ~90% of 18 months

and I am pretty sure you can't manipulate those

I have also had a game (a couple of versions back) where my Sealion was doomed so I planned two turns of suicidal attacks to cause maximum damage, the results were so far from believeable if i had been the opponent I would have sworn the results were manipulated (I took london from what I thought was an impossible situation)

That's the tough part about it; you really can't be absolutely certain what is cheating and what is just luck. This is why I favor a non-confrontational approach. But seeing incredible combat results over the course of a whole game is a strong indication.

Weather is determined at the end of the Allied turn. So the Allies can only replay to determine the next turn's weather if they know the Axis player's password (and if your opponent is looking at your turn, then you have much bigger problems). The Axis player cannot replay to change the weather at all. It is very fortunate that it is done this way, or I know some players would do this to get favorable weather. Fortunately, weather results are never anything but dumb luck. :)

Yeah thanks Joe, very good to know that you can't reload turns to get preferred weather in 2 player games.
