I'm happy enough with the concept and mechanics of turning such bases to fight etc, but am I right in taking it that the bases can be turned in either player's turn i.e. you cannot only do it in your own turn?

Yes, you're right, base turning occurs as described in the rules, regardless of whose turn it is. For example on P77 where Flank/Rear charges are covered, is a statement that bases contacted "are immediately turned" (my emphasis). Similarly, P96 onwards covers feeding bases in and describes what the active and non-active player can do.
