Bug: Placing leaders for neutral powers not possible

I have tested a few games against the AI and when I played the Allies I built Patton for the USA and Zhukov for the Russians before they were in the war. It's possible to build new units, purchase labs, place new units etc. even when the power is neutral. But it's NOT possible to place a leader that is ready after being built before the major power is at war.
This creates a lot of problems. It's not too bad that the leader can't be placed, but since he is first in the placement queue then he MUST be placed before the next unit in the queue can be placed. So in my game Patton blocked all new reinforcements for UK and Russia to be added to the game (even though they were at war) because Patton was first in the queue. So I had to wait until USA entered the war to release all those UK and Russian units I had built.
This can be solved in 2 ways. One is to allow built neutral leaders to be added to existing units. Another is to be able to postpone a reinforcement to the next turn, thus allowing other units in the reinforcement queue to be able to be placed. Or maybe BOTH ways can be implemented. I think we as the player should be able to select the units that can be placed in ANY order. We should not be forced to add them from left to right in the sequence queue.
