spotted unit

We have been in a discussion trying to understand when a spotted unit, that moves continue being spotted.
We assume that building, rough, tank traps, etc are cover tiles that work similar referring to conceal units.
Exemples:
A inf in a building moves to open, so is spotted, and then enter another building, the the unit is concealed again.
A inf is in rough, fires and is spotted, moves to and adjacent rough and is fired, i.e. is still spotted.
A inf in a building is spotted, moves to another adjacent tile building and continues being spotted.
Is there a rule there? is there a way to understand if a unit will continue being spotted prior to move?.
