Sorry to hear you're having problems with Panzer Corps.

I suppose you haven't move your audio folders.
You should have an Audio folder with several subfolders:
AttackSfx, MoveSfx and Music.
Inside the subfolders you've several wav files (mp3 files in case of Music). Can you play them with your local media player?

The wav and mp3 files are playble with windows media player.

The audio folder has the following subfolders: AttackSfx, MoveSfx, Music and Voice.

I cannot understand why you only hear movement sounds.
Although it might be related with a problem in your system between the audio/video codecs and Windows MCI (the API that the Panzer Corps uses for playing the sound).
This can be caused by many reasons, but usually it's the installation of codecs packs, like K-Lite, that cause it.
I've notice that you've installed one of those codec packs in your posted DxDiag.
You can try first to uninstall that Codec Pack and installed this old version of K-Lite that seems to have worked with must people with your kind of problem.

The reason why you've never noticed it before is because most programs use DirectSound (another API) for playing sound (like your media player), which is not the case of Panzer Corps.

Please understand that your problem is local, it's in your system. So we cannot solve from this side. However we try always to help. If the previous solution, replacing the codec pack, is not helping, please take a look at this threads in the Troubleshooting thread:
