ROF - anti-aircraft

How does ROF work with Anti-aircraft? The reason I ask is that I set the ROF of the 2cm Flakvierling to 14 and it seems to perform worse.Also, my 88s and 128s are only getting 7 shots off, while at 13 and 14 Strength, but I didn't do anything to alter them.

Edit: example: Str:14 / ROF: 140% / Shots Fired: 9

Does this make sense? Increase ROF to 14 on ANY other unit, Artillery, Tank, and you're getting probably 12 - 14 shots fired.

Example: my SS Jagdpanther, ROF: 110% / Str:14 / Shots Fired: 15

Are the small calibre flak units hardcoded to be utterly worthless?

Hi,I guess you may test different ROF like 5,10,15,20,25 on the same equipment. Then you might see the difference. :D

In my mind, increase ROF will simply have bigger chance to get bigger damage. For example, ROF at 20 has double chance to hit the enemy than same unit with 10 ROF.
