Retreat, panic and so on?

I find it odd that in BA there is a high probability that retreating ie panicked units would 'retreat' towards to the enemy and or into exposed locations. Clearly the 'computer' reaction of units is heuristic ie rule based, and often 'retreat' ie backwards away from the enemy maybe difficult to calculate given a free flowing front line. But, units 'retreating' towards the enemy happens too often.
Historically, units (depending on the enemy and or the war year) did, to some extent, retreat towards the enemy in order to surrender - certainly true of Russian units in the early years of Barbarossa, and Axis units in 1945 (depending on the unit) but again, in BA this is not a sustainable argument.
Certainly, local military dictats (as opposed to political dictats) were/are 'to retreat and regroup', be repaired, be absorbed into other units etc.
I am aware that BA is not configured at a granular level, but is this tendancy to retreat towards the enemy a bug?
