[Bug?] SMS Headhunter acting like artillery?

I know this could just be me seeing high damage rolls initially and low ones later, but it seems that pretty consistently Troopers using the SMS Headhunter do far more damage to high health units and can barely finish off weakened ones. Is it possible they're using the same code as artillery and get weaker as their target gets weaker?

Had a glance at the code and tested it twice, can't confirm the bug. Most likely bad rolls, we might go with +/-25% instead of +/-50% range for power rolls with the update this week.
