Navarre Army Selection broken for AI DAG games

The AI seems to always select the same 29 BG army for large point total DAG games (500 and 750 points tested) for some reason so I suspect there is a bug in the army list that prevents the AI from fully utillizing its points. (It is just barely possible to build a 750 point Navarrese army using the Free Company allies.)

Well the Ai NEVER buys any allies anyways, which is a bug from day one, all lists all expansions!
That is strange though as with out the ally, Navarre should be able to get 36 BPs' of troops. With leaders maxed out , fort camp and includes the artillery noone ever buys, 566 aps is the max you can spend.
