AT Guns Won't Fire at Infantry in PC Version - BUG?

The 2-pounder, for example. It has a HE rating, but when I put the cursor over enemy infantry, the option to fire doesn't appear. Am I missing something?
I know some units were not equipped with HE ammunition and so cannot fire on HE targets. Not sure why they would have an HE rating, although it could be to give an indication of how it fares against 'soft' AP targets, but it's all working as intended I think.
