what are the rules regarding when paratroopers can board transports? in the scenario im playing just just ive captured an airfield but am unable to board any paratroopers which has totally defeated the purpose or why i have them.

the tooltip says ju 52 4/4

Your paratroopers uses land transport?
If yes, they can not fly.

Is an airplane on top of the airport ? If so, paratroopers can't lift off.
Land transports shouldn't be a problem, 'cause you're asked to drop it, if i remember correctly.

PS: Did you attack a unit in that round first ? In that case you're also not allowed to airlift.
