Top of my head, just a few scenarios that use them: Malta, Syria, Caucasus...

I'm not sure I understand the new rules yet. I'm having problems deploying paratroops. Is air transport only allowed on specific scenarios?

Yes the amount of air transports can be set by scenario. If you move the mouse over the embark/disembark button then a tooltip should appear which lists the available transports.

EDIT: Actually the amount of any transports: air, glider, sea, rail can be set by the scenario not only air as i wrote above. I think it's obvious but i better mention it.
