advice on modding

Hello All! I love this game and I will probably be playing it for years to come... I was wondering if it was possible to 'tweak' the tiles a little. I would like to change the water color to more blue and possible do something for the land tiles. I am not sure where to start or what tools i would need. Any help or advice would be appreciated.

I use Photoshop Elements, but it's not free.
You have GIMP and Paint.net, both are free.
Gimp resembles like Photoshop, but I hear Paint.net is more easy to use.

Try to talk to Massi, he's the king of terrain modding and has done lots of new tiles....
