Placing purchased units mid-battle.

Can someone clue me in on what determines where I can place units I purchase mid-battle? For example, in the first Afrika battle I can place units at El Agheila and Msus but not Agedabia. You start with El Agheila so that's obvious, but why can't I place units at Agedabia but I can at Msus? It makes planning quite difficult since I don't know whether I should wait a turn to place a unit at a forward location or not.

I think this is right: You can place a unit in any of your original deployment hexes, or in or directly adjacent to any town hex, provided that two turns have passed since you captured it, and provided that there are no enemy units adjacent to the captured hex. You CAN deploy new units directly next to enemy units, so long as there are no enemy units next to the "parent" hex itself.

Oh I see, I didn't know 2 turns had to pass. Probably I was trying to purchase them one turn after capture.

Yes! Good catch. Town hexes with flags only. Not towns with no flags, and not flag hexes that are not towns (airfields, strongpoints, etc.).
One of the nice features of the current engine, relative to the old PG, is that when you buy a unit and discover that you cannot yet place it where you want, you can "send it back for a refund" by clicking on any non-deployable hex. So it is no big deal if you lose track of when exactly you captured which flag hex.
