German garrison amphibious assault?

I'm playing a PBEM game as allies. I saw two German transports next to undefended coastal cities. The transports did not have the "landing ship" box (Manual p.78) over the transport so I did not worry about them and did not put garrisons in those cities. Next turn there were two German GARRISONS in each of those cities. First question, I did not realize garrisons could make amphibious assaults. Can they? Or is this a game quirk? Second, if they can, why were there no "landing ship" boxes over the transports? Game quirk or some other reason?
I'm playing against an expert who has kindly allowed me to replay the turn before but I am still confused. Thanks!
(BTW, they were England coastal cities).

Amphibious assaults means you can (try to) land in a hex where there is an opposing unit. Any land unit can make an unopposed landing.

So an English armor could land in France prior to '43 if the hex is unopposed?

In the vanilla version of the game you could only disembark units onto hexes un-opposed. This would then lead to a tactic of covering al of the coastal hexes with units (land and air).
In CEAW-GS 2.0 we found a way to allow opposed landings. In v2.10 (coming soon! like a broken record) INF corps has that capability and as time progresses Mech and then Armor units gain that capability. Also in v2.10 we added you have to be within 10 hexes of a port to have amphib's (landing ships). The icon will change if that requirement is met.
