outcome move and terrain

hello, outcome moves and terrain, does terrain influence outcome moves?.
what if a river is in the way?

Specifically...page 62
difficult terrain portion in there is halved. 6th bullet
streams/river count as obstacles i believe. 5th bullet. (also page 80)
