Mission Briefing SCENUI File Help Needed

I am in the midst of putting together a thread on the Mission Briefing UI files. If anyone would like to help me out please PM me. I have started analyzing it line by line but one part of it is confusing. Here is my question:

Using the Battle for Normandy - first mission - SCENUI_DDay.txt as an example:

[#START]
ANIM PLACE DDaytitle 0 615 35
ANIM BOUNCE DDaytitle 0 1000 1000 10
ANIM PLACE DDaytexta_back 0 1024 105
ANIM MOVE DDaytexta_back 40 80 70 1
ANIM BOUNCE DDaytexta_back 40 1000 1000 10

Why does the DDaytexta_back and the remaining ANIM that follow have a "ANIM MOVE" line while the mission title line "DDaytitle" does not have one?

The background image and foreground text caption come up on the UI as a static item unlike the other briefing pages where the text actually moves.

Perhaps a better understanding of the values after the name of the subroutine DDaytitle, DDaytitle_back, etc. would help?

Without having the file in front of me, my guess would be that these items start their lives offscreen, and the move brings them on (making them appear) and then bounces them.

Actually they are static. They never "bounce" during the briefing like the Mission Briefing Map segment which follows.
