				To say that your game is "moddable" you absolutely HAVE to provide moddability to the starting order of battle for each scenario.

				So I could in theory design a east front scenario with a different hex scale and production etc?

Correct sir!
You can in fact make a new map by using your own png's instead of the default ones

				Maps are not built from tiles, they are one large background image. The image size cannot be changed but you can replace it with a zoomed in map of Russia, a map of UK for sealion or a map of the moon if you wanted. 
The map editor is pretty crude so is not as user friendly as some out there, which is why we did not include it in initial release. It's more of a bonus feature than a core part of the product. It allows you to do anything we can do, but takes a bit of getting used to 
 
You could use satelite images, draw your own pic, scan in an image from a book. If you want a small play area for now you need to add a border around the edge in the graphic and then set that terrain to a type that is impassable. At some future point we're hoping to have a more flexible editor.

				Brialliant, map images are no problem. I have Photoshop and 30+ years in Cartography and Graphics., and there are people out there already producing excellent map images.

				I think the map image could be modded with any image editing program that will save in png format. Most people in the graphics business use Photoshop but that is expensive.
Editing the terrain array or whatever the developers call the underlying terrain description would require a specialist editor which is one of the things that will be in the first patch???

				Photoshop is the program of choice for Map modding, but really anything that uses layers and allowed blending will do the job.. GIMP is free and has these features, check it out.
