Just came across this.
Scenario: Persia
I move the overstregnth 4 star PzIV > screen
I hit end turn and a HW Infantry which is about to cross the river mounts in its trucks moves towards
the PzIV and attacks the very same turn while mounted in trucks..the result is obvious...mostly complete destruction
this is as bad as parking mounted artillery in front of players troops
I reloaded this a few times to see if it was coincidence but every time the Infantry mounted and attacked the tank

Thanks. Yeah, happens to me too. Very smart move, I would even say spectacular.

yep...I was WTF ?
at least its reproducible so you know where to look...
it should be an absolute no go for mounted inf to attack anything (except other mounted or arty) with more than 1-2 str points

Oh, it was much more interesting than that. Some time ago I wrote that move to orders, unlike patrolling, have very high priority. Remaining distance to target hex is a big penalty in AI's evaluation of the situation. In your save the AI has found an elegant way to eliminate the penalty: no unit - no penalty. So it basically sent that infantry on a suicide mission.

...elegant maybe from the point of view from inside the evaluation algorithm and its given parameters but plain dumb from the perspective of somebody with cognitive abilities

That reminds me, in a way, "The Hitchhiker's Guide to the Galaxy" and the Ravennous Bugblatter Beast of Traal:
A towel, it says, is about the most massively useful thing an interstellar hitchhiker can have. Partly it has great practical value - you can wrap it around you for warmth as you bound across the cold moons of Jaglan Beta; you can lie on it on the brilliant marble-sanded beaches of Santraginus V, inhaling the heady sea vapours; you can sleep under it beneath the stars which shine so redly on the desert world of Kakrafoon; use it to sail a mini raft down the slow heavy river Moth; wet it for use in hand-to- hand-combat; wrap it round your head to ward off noxious fumes or to avoid the gaze of the Ravenous Bugblatter Beast of Traal (a mindboggingly stupid animal, it assumes that if you can't see it, it can't see you - daft as a bush, but very ravenous); you can wave your towel in emergencies as a distress signal, and of course dry yourself off with it if it still seems to be clean enough.

Too bad it got 'fixed'. A suicide kamikaze AI setting can come in very handy. Maybe we'll get it proper implementation in the future.

Perhaps in "Pacific Corps"?
