how come some coastal cities don't have a port?

My fault but i just blew a TCPIP game by presuming cherbourg was not a port

This is confusing, if you bring in supply via cherbourg why can't you embark units.

A nasty surprise for the novice player especially after many hours of play

The more ports, the more hiding/repair places you have for your naval units so it is a balancing issue. I agree we might need abit more ports. For Oslo, the reason for no Port was that it would b in the way of naval invasion and make Norway an odd place where you can not land and attack on same turn.

It is not a port but remember that ANY city can provide supply - so that means that no, Cherbourg cannot be used to repair naval units or embark transports, but it can provide a supply center - but this applies to any city!
