HF Light Spears on clear steep Hills.

Hi, on a game with stockwellpete I noticed my HF Legionaries armed with Light Spears were able to move 2 hexes along clear steep hills. The unit reads as been very disordered cause of the terrain but it is able to move the normal 2 hexes.
A rear charge was possible thanks to this.
I think this shouldn't happen. Should it?

The 1.5 point cost for steep hills is only for going up. Once you are on "top" you can move along the top edge (or across the top), or go down hill for a cost of 1. This has always been true as far as I know.

Kinda odd logically as just being in a steep hill hex causes "mucho disorder" Why can yu move quickly thru it ?

That is what I thought on the first place. Been very disordered I thought they should move 1 hex only....

I assume the intent is that it's harder to climb up the steep hill rather than across or down it even though the broken nature of the terrain makes it impossible to maintain formation for non skirmishers.
The terrain movement costs in FoG PC in general would benefit from being reworked and making the cost dependent on the troop type and not just the terrain type. Right now cavalry and light horse is generally better at moving through bad terrain than most foot is. In FoG TT, the mounted is reduced to the slow movement rate of HF in difficult terrain and is slower than MF in rough rather than being the swiftest troop type in all terrain. Changing movement costs this way would significantly improve MF and LF in the game.
