Slitherine

I am playing Axis 1939 scenario. I am now at Febuary 1940. when will the italians become unfrozen? I understand some of the minor countries have conditions before they are released but I can do research for the italians but I cannot move them. Something I am doing wrong? Or do I need to be more patient.

In a few turns you will receive a message that the Italians joined the war. However dont expect them to do much in the alps

maybe at least the game will let me surrender with them.
