The Foot of the Phalanx and the pikemen for the Jewish allies in the Later Republican Roman and Later Seleucid(post 166) list should be in the same group for number allowed since the pike option is an upgrade for the Foot of the Phalanx in the TT list. This is done properly in the main Later Jewish(Hyrcanus) list but not for allies.
