I have a problem with tooltips displaying properly. There is a tendency to just see a blank rectangle with no lettering if the tip appears next to the screen edge. This is running at full screen.

If you toggle full screen off and then back on again the problem goes away!

I am using a radeon 9200 display adapter which should be good enough

That was a bug removed a long while ago, apprently did not work on all machines. Can u describe the situation? Did you first select a unit and then tooltipped the stats below (u.e ground attack, ground defence, shock, ...) ?
Does it occur regardless if Hotseat or vs AI or ?

This issue is also happening to me, usually when placing the curssor over the unit attributes on the lower left corner, it doesn't happen always, if I move the cursor a little bit upwards the display normally works.

It seems to be related to tooltips near the edge of the screen - is this true for everyone who sees the problem?

Have you noticed that the tooltip on the casualties screen for naval casualties displays 'Air' instead of 'Navy'. Perhaps you can fix this ni time for the first patch.

yes, easy fix and it is fixed as of today
