I am 8 turns into a 1939 game as the allied player and have only seen 1 convoy so far, yet in another game at turn 10 there are lots of them. Is this variability to be expected?

Convoys below value 10 does not get created so yes in the early phases when convoys tend to be smaller you will sometimes see fewer of them.

Another convoy appeared next turn but still no multiples.
