I can't for the life of me figure how to create ocean going transports. Any help or direction to find it in the manual would be very much appreciated. Thanks

There is a section in the manual called "Naval Transport", describing that the unit need to be adjacent to a friendly port. You then just push the load button in the unitpanel.
