Sample armies in rules

Hi,
Carthaginians -
Balearics are listed as drilled but not available as such in list
Gallic foot are in a unit of 6 when list has limits of 8-12
Also - what is the rationale for protected velites?

They have larger, more substantial shields than most LF Javelinmen.

Also from a game point of view it makes velites much more effective against other light foot in melee without having to make them javelin/light spear/swordsmen. Historically velites were considered to be among the more effective light troops of their era.
