Polish fighter inactive

My friend managed to conquer Liverpool before Polish fighter spawned so I got it in the force pool. But when I paced it in Canada it didn't become active unit. For couple of turns now I am unable to do anything with it since the unit starts inactive.

How do I change it?

Which version are you running of GS v2.10?

I tried this I noticed that the Polish fighter will pop-up in an empty hex in or adjacent to Liverpool. So how did it end up in the force-pool? Are you running with an old version?

I'm running the most recent version of GS2.1. All hexes around Liverpool must have been occupied since it appeared in force pool immediately

How is that possible to happen in August 1940. What did the Germans do in France? I don't think we will often see situations where the Axis occupy very hex around Liverpool (5 of them) as early as August 1940. If Sealion is launched early it will often land near London.

4 TACs, 2 FTRs, 1 GAR and 1 INF makes the deal :-)

Germans got good luck on the weather (5 fair turns in 1939) + I made some mistakes as Allies and that's it. UK lost by end of 1940.

Are you able to help or I get good excuse for 'moral victory' in this game?
