Rallying from broken - number of attempts?

An interesting situation occurred in our North Island Convention here in New Zealand over the weekend.
A broken unit was within 4" of its DC and the CC. The unit failed its recovery when the DC attempted to recover but the CC then tried and succeeded. Some players were of the thought that the unit is removed after the first attempt as the rules state that if it fails to recover it is removed, however they also say a unit can have two recovery attempts if in range of the DC and CC.
Is it:
a) Unit only gets one attempt and is removed if unsuccessful.
or
b) Unit has two attempts to recover if both DC and CC in range and is removed if both fail.
By the way there were 14 participants which made this convention the largest Napoleonic competition in NZ for about 20 years! Lots of interest was gathered from other players with some imressed comments.
