Restricted Area and Moving to Contact with Another BG

What does everyone think of the following apparent rules contradiction and how do you play it?

Page 74, 1st bullet, 5th - allows BG X which is in the restricted area of enemy BG A to move into an overlap position against enemy BG B. However, the 2nd bullet on the page says that BG X must end its move at least partly in front of the enemy BG A or the move is not permitted.

Page 75, 1st 2 paragraphs under 'Moving Into Contact With Enemy BGs' allows BG X to move into contact with an enemy BG B in melee but only as an overlap. The last sentence in paragraph 2 says that it is not affected by the restricted area of other enemy BGs (which would be BG A)

It is very possibly to be in an RA of enemy BG A which is on the flank and then move into overlap with BG B while moving far enough to be completely out of the RA of BG A.

What do you think and how do you play it?

I'd say Page 75 takes precedence as it is an exception to the general rules on restricted areas.

To take it a step further, Page 74 begins "For normal movement only...." The bold is mine. But this isn't normal movement, it is "Moving into Contact with Enemy Battle Groups"

But it's only my opinion - I'm sure others will disagree.
