Heavy Weapon Q

We had a BG of Thracians; Protected with Heavy Weapon. They were fighting a BG of Spanish Scutarii; Protected, Impact Foot, Sword.
Do the Thracians get a + POA for armor because the Heavy Weapon cancels the armor of the Scutarii?

No.

The POA would be -1 to the Thracians on impact, and evens in melee.

I.e. the 'cancelling' effect of the armour is that they don't have 'better armour', not that they don't have armour at all.

As ravenflight said. If you go to page 97 and read the Heavy Weapon POA line, it says you get a + for the heavy weapon unless fighting skirmishers or ssw; and, if the enemy has a + for better armor, they lose the +. It doesn't cancel the armour, it cancels the + for 'better armor'. So a protected heavy weapon would only get a + for better armor if the enemy had no armor.
