I rejected the French surrender and I dont see the advantage in it,it only bogged me down and delayed my tranfer of units east.Left me no time to deal with Yugo. Can someone tell me what the advantage is of refusing French surrender? And what is the latest date that USSR will DOW Germany fI delay Barborossa?

The main reason to reject the armistice is if you hope to capture the NA ports and activate Spanish Allies. Otherwise it has few advantages.
USSR will activate first turn of May 42.

As a rule of thumb, you should only reject the armistice if you managed to destroy the French fighter and the bulk of their Navy, because then the Allies won't get much stronger. You can then conquer GB in 1941 and go for Barbarossa in 1942. You don't even have to do that much in the East - Fortress Europa strategy works quite well.
