Skirmishers against HF in the Open

Had a situation in our game last night where two opposing BGs of Skirmishers were in close combat in the open and we had a HF BG join the combat. Obviously the opposing Skirmishers got beaten up by the HF BG but we were a little surprised that in the Cohesion Test you have a -1 modifier to your roll if you are a MF losing to HF in the open but no such modifier exists if you are LF losing to HF in the open. Seems a little strange. Is there any particular reason why MF would get this modifier but LF not. I know LF lose dice in the combat rolls, so is the non existence of the modifier supposed to just a mechanism to limit the beating or there some other reason?

Is it just me or does this sound like a advertisement or some kind of link to a virus? I wouldn't open any of them.
