Im working on a small battle in the editor. I cant seem to get the trains to work to transport units. I have the trains enabled in the SE scenario Parameters and laid the rails. Heres the battle attached. Please tell me what you think. Not sure about the victory conditions either. Thank you for any input.
Edited: Proper file has been attached...my bad...

I checked your map and didn't see any railroads. Cities have no flags, so no units can be purchased but i assume it is still in design status. You also assigned a naval transport but won't work on lakes or shallow sea. I took the liberty of changing a few things for you to check.

Ok, something seems to be wrong! That scenario I posted was supposed to have roads and everything. It was posted to me documents panzer corps folder where I understand Im supposed to put new scenarios. When I opened it in the editor again, the roads were gone! What the heck! Yet I open the scenario ingame and there are all the roads, etc. just like I had it. Im getting a headache here; whats going on?

You have to use "Generate Tiles" in order to convert the things you put in into scenario objects otherwise...well..you just seen what happens if not
Put all terrain,roads,rails etc...

Well, believe ot or not, I did do that. I learned awhile back that I dont put in roads, etc. till tiles are generated or they disappear. The strange thing here is that this scenario was pretty much done, just needed some small issues tweaked. Now the file is even missing some of the units I put on it in addition to the roads and railroads. I wonder in 7zip did this when I zipped the files. I am at a loss here...

what ?...wait...roads/rails have to be generated too or they dont appear ...ummm...

what does dissapear is layers/stations/bridges etc but not the actual road/rail...if you do not generate roads ad rails they wont be there...

Hold the phone! IDIOT ALERT! If I was smart Id just sweep this under the rug because of my embarrassment. But as I just demonstrated, I aint the brightest light in the harbor...geeeeeze... Anyway, I attached an older version of the scenario to the initial post. Ok, I'll take a deep breath, and try this again. The proper scenario is now attached to the initial post. I am very sorry for the confusion. No wonder my wife shakes her head so much...lol. Please let me know what you think. I am concerned about the allied trains not working and the victory conditions. I tried the scenario again as the Russians and still dont have train transports even though the UI indicates I do have them. Thank you for your time.

The reason your railroads (and roads) don't work is because you don't have any in your map.

You have them as overlay images but not as terrain types. Press the Spacebar and your'll see there are no roads or railroad terrain types.
1. Edit, terrain type
2. Place railroads and roads
3. Generate tiles, which will add the correct graphics
Use Spacebar to alternate the view so you can check.
As you say, don't place any overlay tiles until you're sure the terrain types are correct because it will delete station tiles and other things like bridges.

I cant seem to make it work as you say. I go to edit, add terrain, then roads, then generate tiles and the roads are gone. Started from scratch, added some basic terrain, then a stretch of road and some rails, then hit generate terrain and poof, the roads and rails are gone. What am I missing here?

There are two layers - the underlying terrain type (roads, rivers, major rivers, railroads - blue and black lines; and the clear, forest etc from Edit, Terrain) from the Edit, Terrain types menu. The other is the terrain overlays from the Edit, Overlays; Edit, Rivers, Roads etc.
The first is what the game uses to determine the actual terrain, or where roads and rivers are; the other is just the eye-candy, what we see.
Look at the map in its basic mode (Spacebar) to see the roads and rivers as you place them (from Edit, Terrain types). When you press 'G' (Generate tiles) the game takes the eye-candy overlays and puts them on your road or whatever terrain type. Without an underlying terrain type it just puts clear overlays down.
So, in summary:
Edit, Terrain - place clear, forest, hills, etc hexes
Edit, Terrain type - place roads, rail, major and minor river
Edit, (Roads, Rails, Overlays etc.) - the game uses the Terrain and Terrain type to determine what to place when you press 'G' (or you can manually change them)

Your talking terrain features! The second one down in the edit menu! I didnt realize that was what those are. So I can actually draw roads and rivers and rails! Then after I generate the terrain, I can go back and add bridges that will work? The underlying road must still be there?

Yes, I just came back to edit my post! Terrain features for roads etc. Sorry about that.
I add them first, then cities, then terrain, then 'G', then fine-tune, then finishing touches like stations etc.
There is also Nikivdd's great guide
here.
