In past threads people have asked about putting the bows from a mixed formation BG in front so they can shoot during the 'Shooting Phase'. Everyone (well, probably someone will object) agrees you can put individual bases anywhere in the BG. The problem is that there is no mechanism for shifting troops within a BG during the game except to do formation changes to move troops to the rear/front. It can get messy and you may give the enemy a chance to concentrate their attack on bases more favorable to them.

Of course they do shoot from a position other than the front rank in the shooting phase.
MF lt spear/sw
MF bow in 2nd rank.
The bow fires in the shooting phase as if it was in the front rank.

MF bow in 2nd rank.
Totally agree, any bows in the 1st or 2nd rank can shoot in the shooting phase.
