change of facing - change of formation and moving

can a unit change facing and/or formation and move afterwards or it needs a CMT to move cause the move after the change of facing/formation counts as a second move?
ex. a french line infantry unit in extended line changes formation to tactical. can it move 15cm forward or it has to pass a CMT cause it will count as second move . and vice versa ( move first and change formation/facing after)

I believe it would be a 2nd move.
move 1 change of formation. Other than foot print. you stay stationary.

Changing formation and then moving counts as two moves.
See the chart on page 45 where it lists the various types of moves:
"Any forwards move including a wheel with no change of formation" - this is a simple move (no CMT)
"A change of formation or facing while otherwise remaining stationary" - simple if over 6MU from enemy, unless wavering (no CMT).
So to both change formation and move requires two simple moves - requiring a successful CMT for the 2nd move - and you would have to remain outside of 6MU of enemy throughout.
The only exception (in the movement phase) is that a move to the rear can include one or two 180 degree turns - a complex move unless skirmishers.
