Is there a particular reason that, in the French 1813 list:
-French Line average conscripts cost 7pts
-Berg Inf average conscripts cost 8pts
-Saxon Inf average conscripts cost 8pts
-Rhienbund Inf average conscripts cost 6pts
Is there some difference in game ability(ies)?

I assume you are talking about the 1812 list rather than the 1813 one?
There are a number of typos in this list.
- Berg and Saxon average conscripts should be 7 points (not

- unless they are supposed to be poor drilled (rather than average conscripts) in which case 8 points is correct. I note that 1813 Saxon infantry are poor drilled.
- Neapolitan Infantry should be 5 points, not 4 (poor conscript
reformed infantry)
- Rhinebund average conscripts should be 7 points (not 6)

We have an errata for the errors in the army lists. It should be on the website shortly.
All points values inthe lists should match the points value table.
