After all these games this one never quite came up ...

Using Mid-Republican Romans as an example; The Hastati/Principes list requires a minimum of 16 bases of averge legionaries. If I want my army to include 16 bases of superior (veteran) Hastati/Principes, can I up grade the 16 average ones or do I need 16 average leionaries AND another upgraded 16 verteran Hastati/Principes?

And does this make any sense??

You are upgrading the average ones, so you can upgrade all 16 to superior and take no average.
