Command Points and Interception

Just to make sure I'm reading this right...
If you expend Command Points during your opponent's Assault Phase you will not get those points back until your Recovery Phase. So, any points thus expended aren't available at the start of your own turn. Is that correct?

Yes.
From the playtest games, the command point system is a great feature of the rules and is well balanced (between CP availiblity and need).
One thing we have found is that you need to make sure you load up a DC with all the CPs he can get if you plan a divisional level assault.
This is because you need to CMT to charge home if you take even a single hit during the charge. So you would be wise to have a CP available for every unit that is assaulting, in case you take hits and need to CMT to close.

It looks like a great idea and I looking forward to seeing how it work in a game.
However, I noted a discrepancy between the main rules and playsheets at the back of the book.
On page 25, the Recovery Phase only mentions that "The active player returns his Command Point markers to their respective commanders".
...but on the playsheet, it provides the action sequence for the Recovery Phase as:
Recovery: Move commanders & restore ADC's: Both players - inactive player first.

Looks like an error when trying to save space on the playsheets.
The 'Both players' part refers only to the 'move commanders'.
