Result of final game change votes

I have checked all votes (have 12+ in each area) so I have decided to make the following changes based on your votes. As a rule of thumb I only changed the current rule if another option had quite a lot of more votes. So if many enough voted for keep as is then that is what I chose.
1. Turn of Siberian reserves
Result: Change from turn 41 to 40 (vote 8 to 3 in favor).

2. Number of Russian strategic reserve units
Result: Keep as is at 8 (votes 6 for and 3 + 3 for other options)
3. Vichy France changes to Allies if no Axis units in Africa
Result: Keep as is (votes 5 for and 5 + 1 for other options)
4. Change surprise values
Result: Change reduction from 8 per turn to 9 per turn and reduce Russian surprise from 30 to 27, i. e. 3 turns with reduced efficiency regain and no change for France).

5. Severe winter chanes
Result: Change to 20% duration -1, 60% duration, 20% duration +1 (votes 6 for and 2 + 4 for other options)

Result: Change chance from 15% to 5% for fair weather in north weather in April (vote 5 for and 5 + 2 for other options)
7. Russian tech changes
Result: Change back to values before (votes 7 for and 2 + 3 for other options)
Effect it antitank weapons increased from 0 to 1 and close air support increased from 0 to 1.
