what would be the units in the game representing?
Cannon-fodder in the hand of a maniac Commander trying to break through the lines and achieve ultimate victory.
Serious depending on the abstract scale, units from corps to armies, hexes represent large front areas like 20-30 km wide.
When you produce an infantry unit, just imagine it with all its` supply, weaponry and support, so it is just not infantry alone, but more the unit is mainly infantry orientated. Or when you produce a fighter unit, imagine it is with their bases, mobile airfields, ground, support, defence and maintenance included.
Operating from within their hex base to attack their opposing hex fronts.

But you would use some scale, I mean, the armies in conflict will be more or less balanced according to historical lines, right?
