1.1 bug in reinforcement

I just reinforced a static unit in Voroshilovgrad 4 times in ONE turn, to full strength. The unit had no action points.
[later] I can do this anywhere, not just Voroshilovgrad

That's because it is frozen.
The unit should have a red X
Frozen units can be reinforced to make .
It's WAD

Indeed, frozen units can be reinforced but not upgraded
