I am having a lot of trouble figuring out the Line of Sight (LOS) and cover effect of hedges bordering squares. Does a hedge bordering a square block line of sight EXCEPT for infantry in the square itself, both firing out of it and getting shot at? Does infantry shooting from behind a hedge receive any kind of cover bonus?

Infantry can see & shoot through when adjacent. Armour can only respond to infatry that reveal themselves through the hedge. There is no real cover benfit from the hedge itself, just the LOS effect.
