Leningrad rail cap

I wondered if we should e. g. give Leningrad rail cap 1 since it was such a huge city? What do you think.

We could do one of the following.

a. Keep as is and not add Leningrad
b. Add Leningrad with a rail cap of 1, thus increasing the USSR total to 15
c. Add Leningrad with a rail cap of 1, but drop the rail cap for another city by 1, thus keeping the USSR total at 14

Probably a good idea but could it be done so that when Leningrad is encircled it wouldn't count?

Since manpower is tied to rail cap it would make sense too.

I'd go with 1.c. Perhaps one point from Stalingrad.

Agree with the last comment. It could certainly be added, but I'd probably take a point away from somewhere else with 2 points.

Well my 2 cents is that it is a wash. Leningrad was surrounded early in the war so the capacity did not really change. Like how we do not have Calais
in 1939 - 1940 for the attack on France, it did not contribute to the defense of France in the overall picture. Calais though counts in the 43 - 44 time frame
during the planning of OverLord. Leningrad rail point is really a minor point in the overall big picture of the game simulation.
