Is 'On The Beaches' MP map bugged?

I'm in the middle of a multiplayer contest at the moment and I seem to recall that the German player is defeated if they lose 5 units. However I've now lost more than that and the game is still live. Any ideas?

The scenario scripts code show you have to kill at least 20 German units for the British player to win (as one of the conditions).
The "5" part you might be thinking of relates to the German victory ... The Germans need to capture 5 VP's to win.
