More/Better Fog

For the 2.2/3.0 discussion – a couple of refinements to the Fog of War (FOW) rules e.g.
+ Units visible, but some or all of details (strength, efficiency, etc.) unknown e.g. you might be able to see what kind of unit you are up against, but not know all the details about their strength.
+ Enigma/Ultra information –– e.g. randomly revealing Axis unit positions in areas hidden by FoW.
