Naval Units in Port

At the moment, we only allow subs to attack naval units in port. I think that is not really historical – the French fleet, for example, was practically destroyed at Oman.
Granted, attacking a major port would have brought naval forces into range of the best coastal guns (in other words, lot's of damage to attackers), but the defenders would have been very vulnerable, too, with almost not ability to maneuver.

I was trying to remember when and why it was put in that ships couldn't attack other ships in port. I found the when but can't remember the why. The when is that it was part of the original BJR-mod house rules. This was back in the day when Borger, Jim and I played CEaW vanilla game with graphic and data file changes; but not code changes, using a set of house rules.
Maybe Borger can remind me why it was put it and maybe we all can discuss if it's something that needs to be revisited.

18. BB’s and DD’s may not attack ships in a port, EXCEPT in retaliation to an attack made upon them by an enemy ship that is in its port at the time it executed the attack. This retaliation can only be implemented upon the turn immediately following the attack out of the port.
19. Any unit inside a port may attack freely, but if it does so it becomes vulnerable to enemy
naval assaults upon the port. The only exception is that a naval unit inside port may always, in the immediately following turn only, attack a sub which attacked it. This attack made by the ship in port would NOT be considered an”exception” as referred to in rule 18. That is, the ship in port does not become subject to any further attacks in the following turn by enemy surface ships.
20. Ships or subs in port when a city is captured can be freely attacked by enemy land, naval or air units.
21. Ships in port cannot be attacked by enemy land units adjacent to the port hex, except if attacked by shore bombardment, in which case the land unit so attacked (and only that unit) may respond with an attack against the enemy ship.

Ok,
What is hardcoded as of now the sub will suffer a retaliatory attack if the sub attacks a combat surface naval unit.
It does not receive any damage against a transport. The surface vessel can not perform an attack when it is other player's turn except by aircraft.
So the only attacks that can harm a sub in port are are air attacks or if it attacks a combat surface naval unit.
