I don't see why USSR TAC seems to max out at a shock-value of 9 while their US and UK counterparts seem to only max out at 5. Can anyone explain what's up with that? Is Western Allied air inferior in other ways?

My US TAC are maxed out and have 9 for shock. I still have to upgrade other techs, but that will be next turn.

thanks for your reply. I'm a bit puzzled because the US air is 5/6/6 while the Russians are 6/5/4 and the UK 6/6/5.
